Shooting events are becoming more frequent, violent and unpredictable in the United States. A recent FBI report showed in the last 13 years, 24 percent of shooter incidents took place in schools and 46 percent took place in commerce areas. The A.L.I.C.E. concept (alert, lockdown, inform, counter and evacuate) is different because instead of hiding and creating what Powell calls a “target-rich environment” it teaches victims to use their fight or flight instinct to get out of the situation as quickly and safely as possible. The average shooting event in the United States lasts a total of eight minutes with an average of 4.7 casualties per minute.
