How to Build an Emergency Reunification Plan That Protects Students & Staff

The Three-Phase Approach to Emergency Reunification

Whether you’re starting from scratch or refining your existing protocols, use this phased model to structure your school or district’s emergency reunification plan.

1. Plan: Build the Foundation

Identify Your Reunification Site(s)

Choose secure, off-site locations that are accessible, large enough for your student population, and equipped for organized entry and exit. Establish a primary and secondary site.

Use a Double Gate System to control the flow:

  • Request Gate: Where parents/guardians check in and present ID.
  • Release Gate: Where verified students are reunited with approved adults.
  • Include a Waiting Room and a Notification Room for sensitive conversations with families (e.g., injuries, missing students). Mental health professionals should be present.

Assign Reunification Roles

Designate an Incident Commander to oversee the process and assign leaders for:

  • Request Gate
  • Release Gate
  • Student Holding Room
  • Notification Room
  • Traffic, parking, and site security
  • Public information and media

Train reunifiers to escort students to the correct guardian once verified.

Assemble Your Go Kits

Prepare supplies in advance for your reunification site:

  • Printed and digital rosters/emergency cards
  • Alphabetical signage, radios, chargers, mobile hotspots
  • Clipboards, bullhorns, student activities, restrooms, seating
  • Backup paper forms in case of network issues

Establish Documentation Protocols

Every student release must be documented. No student should be released to anyone not listed on their emergency contact card. Keep digital and paper logs for redundancy.

2. Prepare: Train Your Teams and Inform Families

Staff Reunification Training

Conduct phased reunification training to ensure your team is prepared:

  • Tabletop exercises for scenario-based walk-throughs
  • Role-specific sessions for front office, reunifiers, transportation, and mental health staff
  • Practice check-in and release procedures using mock tables and ID verification

Family Communication Strategy

Before a Drill or Real Event:

  • Inform parents that students will not be released at the school
  • Provide the reunification site address and ID requirements
  • Stress: “Do not come to the school — all pick-ups will occur at the designated site”

During the Event:

  • Issue clear updates via website, social media, and official alerts
  • Shield families from the media; all communications should flow through a trained Public Information Officer

Afterward:

  • Share lessons learned and reinforce the school’s commitment to student safety

3. Practice: Run and Refine a Full-Scale Reunification Drill

Even the best emergency plans fall short without practice. A successful reunification depends on your team knowing their roles and responding confidently under pressure.

Sample Drill Sequence:

  1. Simulate a school emergency and evacuate students
  2. Activate the reunification site and position staff
  3. Check in guardians at the Request Gate
  4. Escort students from the Holding Room to the Release Gate
  5. Debrief staff and document outcomes

Start with staff-only drills, then expand to include:

  • Local law enforcement and SROs
  • EMS and fire personnel
  • Transportation and food service
  • Mental health and counseling teams

Adapt your plan based on hazard type (e.g., indoor sheltering vs. offsite evacuation) and ensure accommodations for students with disabilities or language needs.
