ALICE Pledges to Protect from Mass Shootings

The City and Borough of Juneau is taking a new approach to counterattacks on public buildings, schools and parks following mass shootings nationwide. Previous lock-down programs will be replaced by the ALICE strategy, which involves a more active involvement in potentially lethal situations. Mattice said in a typical school incident, teachers are the first to be taken down by a shooter because they represent the “brain” of the group. Shooters assume that without leadership from the teacher, the young students will fall apart. ALICE training is intended to empower all children and adults to actively defend themselves, even without a leader. As opposed to the current emergency response program, which instructs students and office workers to lock themselves inside and stay put, the active threat response program advocates evacuating when possible, and if necessary, countering the attack.
