Florida Active Shooter Training Legislation to Improve Safety
Following the tragedy in Parkland, FL on February 14th, 2018, Florida’s legislators were quick to respond with new laws designed to improve overall school safety for districts across the state. While this legislation continues to evolve, we encourage you to reference some of these new Florida state requirements, regarding active shooter preparedness and what schools are expected to do to mitigate or prevent acts of violence.
SB 7026 — Marjory Stoneman Douglas High School Public Safety Act 2018
Read the full bill here.
Active Shooter Drills
S.1006.07(4)(a), F.S. — School districts must work with public safety agencies to establish the necessary policies and procedures for both emergency drills and real emergencies. In addition to active shooter drills, this covers hostage situations, bomb threats, fires and natural disasters. All types of emergency drills should occur on a regular basis. This applies to the students and faculty of any K-12 public school.
Emergency Management Procedures Must Cover Active Shooter Scenarios
S.1006.07(4)(b), F.S. — School districts are required to enact emergency management and preparedness procedures for life-threatening situations, including active shooter, hostage and weapon-use scenarios. Florida active shooter training must involve law enforcement or first responders, as well as school safety specialists, faculty, staff and students.
SB 7030 — Implementation of Legislative Recommendations of the Marjory Stoneman Douglas High School Public Safety Commission

New Requirement for Florida Charter Schools
Amendment to S.1003.25, F.S. — All charter schools must comply with school safety statutes, including (but not limited to) adopting an active shooter response plan, promoting youth mental health awareness, utilizing a suspicious activity reporting platform (FortifyFL) and having safe-school officers onsite.
Developmentally and Age-Appropriate Active Shooter Training and Drills
Amendment to S.1006.07, F.S. — When considering school safety and student discipline, all district school boards in Florida must offer active shooter and hostage situation drills that are suitable for students’ ages and skill levels.
What Others Are Saying About Us
“The Arizona Counterterrorism Information Center officers say this is a step up from Run Hide Fight. And because first responders will be learning it, it only gives them an edge to act quickly themselves and help the community do the same.”
“To me, it’s not a matter of if, but when the next shooting will happen. I just want to always be prepared. Always know my options.”
“The ALICE program is one of the most important things I’ve done as a law enforcement officer. It gives options to respond to violence…I thought it was a neat idea that people can be in charge of their own survival.”
“Experts say that there is no single response that works in every situation because each one is different. Their best advice is to keep your options open, what’s known as a multi-option response.”
“ALICE training increases the options for the adults in charge of children in the event of a God-forbid situation,” said Superintendent Michael Lubelfeld. “We can now train and empower our adults to use their judgment based on evidence-based methods that include options other than lockdown.”

Well, it has happened again. Just a matter of days after the 20th anniversary of the Columbine tragedy, 2 more schools have had to deal with a shooter in their midst. There are both some consistencies and inconsistencies in these new events versus the Columbine event, and I believe these speak loudly to the change that […]May 10, 2019 The Research Is In – Lockdown Alone Is Out
Well…. it’s official. After nearly 20 years of advocating and training civilians to engage in proactive, options-based strategies rather than following passive and static response recommendations when facing extreme violence, proactive, options-based response has now been confirmed to work in a scientific study. Dr. Cheryl Jonson, Dr. Melissa Moon, and Joseph Hendry’s recent study, “One […]February 8, 2019 What Makes a Training Program: The Importance of Practice
In the aftermath of the Parkland tragedy, there has been an incredible upsurge in interest for Active Shooter preparedness training across the country in all market sectors, not just in schools. This increase was not surprising. Unfortunately, we have experienced it after many tragic events post-Columbine. Each violent event creates more demand for solutions, for […]July 5, 2018
