Florida Active Shooter Training Legislation to Improve Safety

Following the tragedy in Parkland, FL on February 14th, 2018, Florida’s legislators were quick to respond with new laws designed to improve overall school safety for districts across the state. While this legislation continues to evolve, we encourage you to reference some of these new Florida state requirements, regarding active shooter preparedness and what schools are expected to do to mitigate or prevent acts of violence.

Active Shooter Drills

S.1006.07(4)(a), F.S. — School districts must work with public safety agencies to establish the necessary policies and procedures for both emergency drills and real emergencies. In addition to active shooter drills, this covers hostage situations, bomb threats, fires and natural disasters. All types of emergency drills should occur on a regular basis. This applies to the students and faculty of any K-12 public school.

Emergency Management Procedures Must Cover Active Shooter Scenarios

S.1006.07(4)(b), F.S. — School districts are required to enact emergency management and preparedness procedures for life-threatening situations, including active shooter, hostage and weapon-use scenarios. Florida active shooter training must involve law enforcement or first responders, as well as school safety specialists, faculty, staff and students.

New Requirement for Florida Charter Schools

Amendment to S.1003.25, F.S. — All charter schools must comply with school safety statutes, including (but not limited to) adopting an active shooter response plan, promoting youth mental health awareness, utilizing a suspicious activity reporting platform (FortifyFL) and having safe-school officers onsite.

Developmentally and Age-Appropriate Active Shooter Training and Drills

Amendment to S.1006.07, F.S. — When considering school safety and student discipline, all district school boards in Florida must offer active shooter and hostage situation drills that are suitable for students’ ages and skill levels.
